Referrals to PAYP Provision
A matrix of some 60 providers of PAYP (Positive Activities for Young People) is attached below as an Excel spreadsheet. This allows you to search for PAYP provision up to March 2010.
The matrix is divided into cohorts and the young people being referred must fit into one or more of the cohorts:
1. Young people at risk of offending and anti-social behaviour
2. Young offenders
3. Young people affected by or involved in gangs
4. Children at risk of being taken into care, in care and after care
5. Young people misusing substances
6. Young people who are persistent truants, excluded from school or at risk
The age range for PAYP is 8-19 years.
The matrix contains guidance on how to refer young people, the referral form and the list of providers by cohort. You are able to click on any of the providers for the details relating to where, when, age group, delivery time/period and range of activities offered. Once you have completed the referral form with the young person he/she MUST sign the form and return it direct to the PAYP Team (NOT to the provider or VCS Matters). The referral MUST have the "Preferred Activity Provider" section completed.
The activities are free, as PAYP has already funded places with the providers. All referrals must be sent to the PAYP Team who will process the referral and contact the provider to ensure providers are operating within their capacity. The provider will then contact you/the young person to arrange their attendance. Please note: It is the responsibility of the practitioner to ensure the young person being referred to PAYP attends the activities.
“The young people we are intending to reach through PAYP are those young people who are the most marginalised and at risk of a range of poor outcomes. These poor outcomes include, low educational attainment (because of truancy or exclusion), teenage parenthood, involvement in substance misuse or involvement in anti-social behaviour or offending. In those areas which are facing the problem of young people’s involvement in criminal gangs, PAYP funding should be targeted at diverting young people away from gang involvement.”
